OpenRS: SLU errors

Description

SLU reported several errors today, the log shows a "confirmed" status with a "STLOUIS_UNIVERSITY XCirc Error: This record is not available" message.

This is a duplicate of , see https://libraries-dcb-hub-admin-scaffold-uat-git-production-knowint.vercel.app/serviceInfo/requestErrors for the current list of known errors that are waiting to be resolved, there are currently 694 requests in this state, see https://libraries-dcb-hub-admin-scaffold-uat-git-production-knowint.vercel.app/serviceInfo/requestErrors/requests?namedSql=errors/recordNotAvailable&description=Record%20not%20available,%20DCB-1273 (this is linked to from the previous link), mostly where CALS, Missouri River and SEMO are the supplier, so the resolution that was applied for 1273 should also be applied to these sites.

Working with stephanie chinn to push this forward. We have plenty of more recent examples I am starting to track.
