ERROR: Item with id XXX already has an open DCB transaction

Description

When placing a hold at a folio supplier we occasionally get the error message “Item with id XXX already has an open DCB transaction" which takes us into the ERROR state, we should probably do something more graceful with the request when we get this error.

Attached is the list of requests currently in this state generated with script itemHasDcbTransaction.sql

Similar solution as https://openlibraryfoundation.atlassian.net/browse/DCB-1452 ? If this is not frequent, we can depriortize.

Could use a recent version of the SQL run.
