Create a fresh repository to avoid disrupting our friends and colleagues at ReShare so we can work on OpenRS priorities without breaking existing systems.

Assumptions

We are going to go forward initially with the existing apps, although we feel substantial rework is needed to make the workflow experience a good one. Going with the existing apps will allow us to prove the backed module and provide an a-b comparison point.
