Add a SupplierPreflight to the HostLMS interface which is called before attempting to use a supplier

Description

Rather than trying to place a request when missing patron or item type mappings, DCB should preflight a supplier request and move the state to NOT-SUPPLIED if a request can’t be mapped into a suppler environment.

DCB should detect a NOT-SUPPLIED state and if possible, choose a different lender to try. Repeat until no more lenders possible.

Returning to Backlog: Framework to support this is in place, but implementation for this specific scenario needs to be done.
