Sierra patrons with blocks are not refused by patron validation preflight checks

Description

Reported an issue with Sierra patrons with a block not being refused by the patron validation preflight check:

Development Investigation

This was caused by the block fields not being included in the fields list resulting in Sierra not including them in the response
