RS: 6039618 - Loans coming in with a 28 day rather than a 40 day loan period

St. Louis County is reporting the following:

We updated our item template for OpenRS on Nov 1st to allow for 40 days checkouts with no renewals. However, we're continuing to see items come in with a 28 day checkout period. We think OpenRS is overriding something in the template. Can you check on this?

Latest example is barcode # 0002500729252

I have inquired with Ian and Alex @K-Int on the possibility of fixing this just after SOW10 is complete.

made a change to the config to include a new value for AV item loan code id in https://openlibraryfoundation.atlassian.net/browse/DCB-1859
