DCB Admin: HANDED_OFF_AS_LOCAL is not included in Patron Requests "Completed Request" filter

Description

Problem

When a same library request is successful, the terminal state is HANDED_OFF_AS_LOCAL. These should be included in the Patron Requests filter of “Completed Requests”.
