ERROR - Item is not holdable

Description

Sometimes when placing a hold on a supplier item we get the message “This item is not holdable." which takes the request into an error state, we should be handling this more gracefully.

Attached are the requests currently in this state generated by itemNotHoldable.sql

Along with what suggestions, which I agree with, we should automatically resolve this situation to a supplier-side cancellation. I would like to surface this condition in DCB Admin, including in the Patron Requests exports.
