TRACKING: Not taking into account item status "In-Repair"

Description

We are getting the status for an item in tracking of “In-Repair”, while the request does not go to the ERROR state it equally does not move on through the workflow, until the item comes back from repair, which may be fine, but in this scenario we may want to take this into consideration when we are choosing which items to request.

Attached are requests that are or have been in this scenario generated by .statusInRepairNotHandled.sql
