ERROR: Unable to find existing user with barcode XXX and id YYY

Description

When trying to place a hold at the requester we occasionally get the error “Unable to find existing user with barcode XXX and id YYY.“, it would be good to handle this more gracefully at a minimum canel the hold at the supplier.

Attached are the requests currently in this sate, generated by script unableToFindExistingUser.sql

The method of cancellation is probably the best choice in this case. but for prioritization it would be good to know the use case where this happens most. probably safe to say these are SAML based auth requests where the the student system uses a unique identifier that is not barcode (e.g. unique student ID) and not those library systems using barcode to auth. I’m guessing this is an infrequent case and, after confirmation, will lower this to a deh2.
