ERROR: Failed to cancel hold request

Description

When trying to cancel a hold we sometimes get the ERROR “Failed to cancel hold request“ which takes us to the ERROR state, we should handle this more gracefully.

Attached are the requests currently in this state, produced by the script failedToCancelHoldRequest.sql

This warrants more analysis to identify the primary use cases and why the cancellation is failing. Depending on the DCB state and the underlying cause for cancellation failure, we can figure out the approach for each (e.g. re-try cancellation or leave in error state)
