Re-index is required prior to dcb-locate deployment.
This version of dcb-locate should ONLY be deployed to environments that have been re-indexed per DCB-1181: ISBN search is not always returning results for instances containing the ISBNClosed
This has already been completed on staging and production, so no additional re-index is needed for these environments.
